HEREAS there was this day read at the Board a Memorial

from the Right Honourable the Lords Commissioners of the Admiralty, dated the 21st day of July, 1915, in the words following, viz. :—

"WHEREAS we have had under consideration the conditions of service of the Police Force employed at Your Majesty's Dockyard and Naval Establishments at Hong Kong:

"And whereas difficulty has hitherto been experienced in retaining the services of trained men to fill the responsible posts of Inspector, Sub-Inspector, and Sergeant, owing to the more attractive conditions offered by the Hong Kong Colonial Government to the Colonial Police Force, and we are of opinion that this difficulty would be overcome, and the efficiency of the Police Force employed in the Naval Establishments materially increased, if a Pension Scheme similar to that in force in the Colonial Police Force were instituted for the benefit of Members of the Naval Police Force holding the ranks of Inspector, Sub-Inspector, and Sergeant :

"We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to authorize us, at our discretion, to award pensions and gratuities to Members of the Police Force employed in the Hong Kong Dockyard and Naval Establishments, who may retire therefrom with the rank of Inspector, Sub-Inspector, or Sergeant, on the Scales and subject to the Conditions specified in the annexed Schedule.

"The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals."
